Samsung and Corning — best known for its Gorilla Glass products — announced a new joint venture this week that will manufacture specialty glass substrates for OLED displays. The joint venture will be based in South Korea and will combine Samsung’s OLED display technology with Corning’s ultra tough Lotus Glass substrate. The new displays will be utilized in mobile devices as well as larger products, such as televisions, and will be used in Samsung products and sold to other South Korean manufacturers. ”Corning and Samsung have a long and successful partnership in the display industry, dating back nearly 40 years to the early days of television,” Corning chairman, President and CEO Wendell P. According to a recent NPD DisplaySearch report, OLED technology advanced rapidly in 2011, setting a trend that is forecasted to continue through this decade. They estimate that OLED display revenues will exceed $4 billion in 2011 (approximately 4% of flat panel display revenues), and will reach more than $20 billion (approximately 16% of the total display industry) by 2018.

Samsung is playing a leading role in this emerging market through its Galaxy mobile device products and Super OLED TV technology introduced in January at the International Consumer Electronics Show. The Samsung Galaxy S Advance was , and not even a week later the device has shown up in Vietnam and received a hands-on from Mai Nguyen. The handset reportedly features a design that is a combination of the and , complete with a curved display. The Advance’s specs fall between the Galaxy S II and original Galaxy S, however, featuring a 4-inch Super AMOLED display, a 1GHz dual-core processor, a 5-megapixel camera, 768MB of RAM and 2GB of internal storage. The handset reportedly had a “solid feel,” with a thickness of 9.7mm and a weight of 120 grams. The system will allow users to receive notifications from any website, even if the site is not open in a tab or window. The system will also be able to relay push notifications to mobile devices. Mozilla is seemingly looking to close the gap between desktop Web apps and native mobile apps, which utilize push notification systems on a number of mobile platforms. “Push notifications are a way for websites to send small messages to users when the user is not on the site,” said Mozilla developer Jeff Balogh on the company’s blog. “iOS and Android devices already support their own push notification services, but we want to make notifications available to the whole web.” The system is currently in early planning stages and there is no available time table for release.

An Oklahoma lawmaker has proposed levying a new tax on violent video games. Oklahoma Democrat Will Fourkiller has suggested the tax be applied to all games that receive an ESRB rating, which is intended for adults only. In addition, Fourkiller thinks T-Rated games should also have a tax added to the cost of the games, since some include “simulated gambling.” But a tax on all T-Rated games would be too broad, Ars Technica points out, as there are also titles that are rated T for “cartoon violence, crude humor and suggestive themes.” Read on for more.

During his effort to gain backing for the proposed tax, Rep. Fourkiller refers to a crime in which a man killed a police officer and stole his car after playing Grand Theft Auto. ”Not everybody is going to react the same, but I believe after hours and hours of watching the screen, playing the video game, being that person and taking on that role, people get desensitized,” Fourkiller said. It is unclear how imposing a 1% tax will impact the effects violent video games may or may not have on those who play them.

The Entertainment Software Association (ESA) has been vocally opposed to Fourkiller’s plans to tax such video games. ”We are disappointed that even in the wake of an overwhelming decision in the United States Supreme Court finding proposals such as this to be patently unconstitutional, there are those who still try to attack video game with outdated notions of our industry,” VP of ESA Dan Hewitt explained to Ars Technica. “Taxing First Amendment protected material based on its content is misguided.”

Smartphone shipments overtook client PC shipments for the first time in 2011, according to new data from market research firm Canalys. Vendors shipped a total of 158.5 million smartphones in the fourth quarter, representing a 57% increase compared to the 101.2 million units shipped in the same quarter a year earlier. Shipments for the full year of 2011 rose 63% to 487.7 million units, up from 299.7 million shipped in 2010. The PC market only grew 15% to 414.6 million units in 2011, which included an astonishing 274% increase in tablet shipments — tablets accounted for 15% of all PC shipments last year according to Canalys. The firm expects growth in the smartphone market to slow in 2012, with vendors putting more focus on profitability. Canalys’s press release follows below.

Canalys today released its full, detailed Q4 2011 country-level smart phone shipment estimates to clients, so completing the picture for the year. One notable result was that total annual global shipments of smart phones exceeded those of client PCs (including pads) for the first time.

Vendors shipped 158.5 million smart phones in Q4 2011, up 57% on the 101.2 million units shipped in Q4 2010. This bumper quarter took total global shipments for the whole of 2011 to 488.0 million units, up 63% on the 299.7 million smart phones shipped throughout 2010. By comparison, the global client PC market grew 15% in 2011 to 414.6 million units, with 274% growth in pad shipments. Pads accounted for 15% of all client PC shipments in 2011.

“In 2011 we saw a fall in demand for netbooks, and slowing demand for notebooks and desktops as a direct result of rising interest in pads,” said Chris Jones, Canalys VP and Principal Analyst. “But pads have had negligible impact on smart phone volumes and markets across the globe have seen persistent and substantial growth through 2011. Smart phone shipments overtaking those of client PCs should be seen as a significant milestone. In the space of a few years, smart phones have grown from being a niche product segment at the high-end of the mobile phone market to becoming a truly mass-market proposition. The greater availability of smart phones at lower price points has helped tremendously, but there has been a driving trend of increasing consumer appetite for Internet browsing, content consumption and engaging with apps and services on mobile devices.”

However, Canalys expects to see smart phone market growth slow in 2012 as vendors exercise greater cost control and discipline, and put more focus on profitability. Notably, even vendors who have focused on conquering the low-end of the market with aggressive pricing, such as Huawei, ZTE and LG, are now placing greater attention on the higher tiers. Flagship models aimed at raising selling prices and improving margins will feature more heavily this year.

Apple’s impressive end to the year resulted in it becoming the leading smart phone and client PC vendor in Q4 2011, with shipments of 37.0 million iPhones, 15.4 million iPads and 5.2 million Macs. It also smashed the record for the most smart phones shipped globally by any single vendor in one quarter, beating Nokia’s previous record of 28.3 million shipped in Q4 2010. Moreover, Apple’s performance meant that it displaced Nokia, for the first time, as the leading smart phone vendor by annual shipments. Apple shipped 93.1 million iPhones in 2011, representing growth of 96% over 2010. The iPhone 4S benefitted from pent-up demand resulting from the launch coming in October rather than June, but Apple’s overall volume was also buoyed by continued shipments of the now more aggressively priced iPhone 4 and 3GS models.

Samsung also finished 2011 with a flourish. It shipped 35.3 million smart phones in Q4 2011 under its own brand, bringing its total to 91.9 million for the year, compared to just 24.9 million in 2010. This excludes shipments of rebranded products, such as the Nexus S and Galaxy Nexus, which Canalys counts under the Google brand. Samsung continued to spend big on marketing activities, and its strong product portfolio – particularly the Android-based Galaxy S II – performed well.

Despite a disappointing set of financial results, Nokia’s smart phone performance in the fourth quarter gave cause for optimism. It shipped 19.6 million smart phones, down 31% from the record high of a year earlier, but up 17% on Q3 2011. The total was helped by 1.2 million and 0.6 million shipments of its Windows Phone and MeeGo-based products respectively, as well as improved Symbian Belle volumes from competitively priced devices such as the Nokia 500, 700 and 701. Its total smart phone shipments for the year came in at 77.3 million globally.

“Its first Windows Phone products, the Lumia 800 and 710, along with the recently announced Lumia 900 through AT&T in the US, have improved the outlook for Nokia,” said Canalys Senior Analyst, Tim Shepherd. “They are well-designed, competitive devices that demonstrate innovation is still alive within Nokia. But the battle is not over and it has huge challenges ahead. Nokia must continue to build out its Lumia portfolio with devices tailored to address all price points and all the markets in which it aims to compete. It must hasten its transition from Symbian to Windows Phone around the world and, with Microsoft, promote and generate excitement for the platform and new products. And it must succeed in attracting more developers to build high quality, locally relevant apps.”

RIM’s demise in 2011 has been over played by some, with the company ending the year as the fourth largest smart phone vendor and delivering annual unit growth of 5%. “There is no denying that RIM has had a tough year,” said Canalys Principal Analyst, Pete Cunningham. “But when you consider that it is transitioning to a new platform it has done well to increase volume while remaining profitable; the latter point being something that many other vendors struggle with. The appointment of Thorsten Heins as CEO will bring new energy to the company while ensuring that it does not radically deviate from its overall strategy in this transitional year. However, 2012 will become even more competitive and RIM needs BlackBerry 10 devices out there to ensure it retains its status as a major player.”

At a platform level, Android accounted for 52% of global smart phones shipments in Q4 2011, with iOS representing 23% and Symbian 12%. Android was also the leading smart phone platform by volume for the whole year, accounting for 49% of all devices shipped in 2011 and ahead of iOS with 19% share and Symbian with 16%. Collectively, Android smart phone shipments grew 149% year on year in Q4 2011 to 81.9 million units, resulting in a total of 237.8 million for the full year, up 244% on 2010. Samsung’s success and focus on Android have contributed substantially to the growth of the platform, but other vendors, such as Sony Ericsson, Huawei, Motorola, LG and particularly HTC, have also seen significant growth in their Android volumes over the course of 2011.

Industry watchers agree that smartphone sales will continue to balloon in 2012, but much of the projected growth will seemingly be enjoyed by just two companies. In a report to clients earlier this week, UBS analyst Maynard Um lowered his full-year unit sales projections for cell phones to 1.69 billion from his earlier estimate of 1.7 billion units. At the same time, however, he raised his industry revenue estimates to $242.8 billion from $238.8 billion thanks in large part to a huge year projected for both Apple and Samsung. Read on for more.

Um believes Apple and Samsung will combine to account for more than half of smartphone industry revenues in 2012. Each firm recently reported a moster holiday quarter — Samsung managed  in the fourth calendar quarter of 2011 while Apple posted  — and momentum is not expected to slow.

More telling than Um’s revenue predictions, however, are his profit estimates. The analyst believes Samsung and Apple will combine to record 90% of the smartphone industry’s pre-tax profits in 2012.

“Smartphones continue to grow strongly, now accounting for over 30% of total volumes and over 75% of total industry revenues,” the analyst wrote. “However, the performance disparity between the stronger players – Apple and Samsung – vs. the others remains stark and these two now account for over 55% of industry revenues and over 90% of total EBIT.”

Apps running on Apple’s iOS devices crash more frequently than Android apps according to a new study preformed by mobile app monitoring company Crittercism. The data, which was collected between December 1st and 15th last year, spans 23 different versions of iOS and 33 different Android versions. The latest version of iOS (5.0.1) leads all others with 28.64% of all crashes, Forbes reports. The OS build is still relatively new, however, so much of the poor performance could be attributed to apps that haven’t yet been properly updated. Even still, there are older version of iOS that have surprisingly high percentages — iOS 4.2.1 was responsible for 12.64% of crashes, iOS 4.3.3 had 10.66% and iOS 4.1 had 8.24%. The chart above, which represents collected from more than 214 million apps between November and December 2011, shows that iOS apps are more likely to crash across all quartiles. A second chart below shows the percentage of app crashes across all OS versions addressed by this study.

Though Hewlett-Packard was unable to produce webOS devices that consumers were interested in buying — at a , at least — CEO Meg Whitman still thinks the beleaguered platform has legs. “There is a clear vision of what we’re trying to accomplish,” Whitman said in an interview. “There will be some people who will not love that vision, and then there are people who are very excited about this vision, and what it can mean for an alternative, open-source operating system that has some real strengths to it.”

Despite the overwhelming failure of the TouchPad — — the CEO stressed the fact that HP is not done with tablets. WebOS is seemingly no longer a part of HP’s core tablet strategy, however, having been replaced by Microsoft’s upcoming Windows 8 platform.

“We have to have a tablet offering,” Whitman said. “We will be back in that business. We’re coming back into the market with a Windows 8 tablet, first on an x86 chip and then maybe on an ARM chip.” She also stated that security would be HP’s “sweet spot,” noting that security on tablets is a big concern for small, medium-sized and large businesses. WebOS will still play a role at HP it seems, though it remains unclear what exactly that role will be.

When asked if Whitman was concerned that a number of high-level executives formerly on the webOS team were fleeing, the executive was optimistic. “We’re going to build a new business together,” she told CRN. ”We’re going to build another operating system that has huge advantages, in my view, over iOS, which is a closed system, [and] Android, which is incredibly fragmented and may ultimately be more closed with [Google's] acquisition of Motorola Mobility.”

Whether or not being more open than iOS and less fragmented than Android will translate into webOS device sales remains to be seen.

Regulators with the European Union have asked Google to stop rolling out new privacy changes that the company originally introduced earlier this month. “Given the wide range of services you offer, and the popularity of these services, changes in your privacy policy may affect many citizens in most or all of the EU member states,” the European wrote in a letter to Google’s CEO Larry Page. “We wish to check the possible consequences for the protection of the personal data of these citizens in a coordinated way. In light of the above, we call for a pause in the interests of ensuring that there can be no misunderstanding about Google’s commitments to information rights of their users and EU citizens, until we have completed our analysis.” Google said it was introducing the new privacy changes, which go into effect on March 1, to provide a “” for its users, but several groups, including the U.S. House Energy and Commerce Committee, have accused Google of collecting more data than ever before.  that it is “not collecting any new or additional data about users.”

Apple has been widely rumored to be readying a Siri-enabled television for release this year, but a new report claims component availability issues will prevent the from launching in the first half. Citing unnamed sources within Apple’s supply chain, DigiTimes on Friday reports that Sharp, rumored to have been contracted to supply display panels for Apple’s debut HDTV, is not yet ready to ship the indium gallium zinc oxide (IGZO) panels Apple will use in its iTV. According to the site’s sources, upcoming HDTV models from Samsung and LG will occupy much of the OLED panel capacity during the first half, so Apple has chosen to instead utilize IGZO panels.
